The take

You can walk the whole Boardwalk and never know it is there. In 1991, as part of the federal shoreline project, crews drove a steel sheet-pile bulkhead with a concrete cap along the oceanward edge of the boards from 4th Street to 27th — about 1.4 miles, rising 14.5 feet above the vertical datum, in the stretch where the town is too narrow for a dune. It is the reason the boardwalk is still there. Five months after it was finished the Halloween storm of 1991 broke the 1962 tide record and generated, in the town's own minutes for November and December, no municipal business at all.
