The take

The town's own course, and the subject of the most complete single narrative in the 2004 record. The 1977 Airport Master Plan wanted a cross-wind runway; land to the south was bought with FAA and Maryland Aviation Administration help specifically to build it, and forty more acres of the Mumford Farm followed in 1986. In December 1989 Mayor Powell got FAA approval to use part of it for a golf course — on an interim basis, with a ten per cent revenue accounting that was still being argued over through the 1990s. In 2004 the council met in special session for the single purpose of answering a letter from the FAA about it.
