The take
In May 1989 a councilman told the chamber that in season "we're the second largest city in Maryland" and had no full-fledged emergency room, and that it was "so uncertain as to what the Atlantic General Hospital will be and when it'll be." A town of a few thousand year-round residents that becomes Maryland's second city every July, spending two million a year on sand, and unable to treat an emergency.
