Gen. William Farrar "Baldy" Smith
Civil War general turned civil engineer, and the federal officer whose surveys shaped the Sinepuxent Bay question at both ends of the 1890s. He came to Snow Hill in July 1891 to consult Congressman George W. Covington about dredging Massey's Shoals just above Ocean City so steam barges could work the bay, and in December 1892 was 'preparing a method for the expenditure of the $75,000 appropriated by congress' for the Delaware and Chesapeake inland waterway, with his men examining the bays from Rehoboth to Ocean City.
