Came before the Ocean City council with Frank Sacca on 10 November 1938 asking that something be done to kill the rats at the town garbage heap. The secretary was instructed to try to destroy them.

Ocean City employed a man to destroy the golden rod inside the city limits, and a minister came to the council about the rats at the garbage heap
Two lines from the town's own housekeeping. On 14 October 1938: 'Clerk was ordered to employ man to destroy golden Rod in city limits' - a resort whose product was clean sea air, paying wages to weed a hay-fever plant off its own streets. Four weeks later, on 10 November: 'Mr. Frank Sacca & Rev. Sheldon Blair were present asking that something be done to kill the rats at the garbage heap and Secretary was instructed to try to destroy the Rats.' The garbage heap was the other end of the contract the council had let in May at $25 a day.
