Mr. Myron Meyers of 2322 Annapolis Road came before the council in the interest of serving the city with rolling chairs. The council agreed to grant him a permit to operate chairs for 1945 'with the understanding they were to be rolled by Competent Men and for White people only & no advertising.' The word 'Men' is underlined in the original. It is an explicit, dated segregation condition written into a municipal concession, and the council that wrote it was two weeks old.
