Democratic nominee for Wreckmaster of Worcester County on the 1895 county ticket, and the officer named in the county paper's account of a disabled vessel that anchored under the beach at Winter Quarter in late August 1895 — 'how she was disabled none on the main knows as wreckmaster Birch did not go to her.' The office of wreckmaster was elective in Worcester County and appeared on the same ballot as sheriff, state's attorney and county surveyor; the ballot the paper printed in October 1895 also lists William Shockley for Surveyor and Robley D. Jones for State's Attorney.
