Treasurer of the Mayor and City Council of Ocean City, who signed the town's financial report for the year ending 1 August 1912 — the earliest complete set of Ocean City municipal accounts the project holds — with the note "Vouchers for all bills at Treasurer's office." His salary for the year was $50; the town paid the C. B. Taylor Banking Company $10 for bonding him as treasurer. The same accounts show him printing notices, supplying 160 feet of oak and lending the use of his boat.
