President of the Board of County Commissioners of Worcester County in 1919. He rode in the first automobile over the new bay bridge and signed the notice, run weekly through May and June, ending the county's contract with the Ocean City Bridge Company on 15 June 1919 — the document that closes out forty-three years of the county paying for access to a privately-owned crossing. He also signed the county's calls for bills against the 1919 levy and its advertisement for a tenant at the Alms House Farm.
