John D. Hospelhorn

Deputy State banking commissioner of Maryland during the bank failures of 1931-32 and the public voice of the Maryland Bank Commission's reorganisation plan — new private capital, limits on the size and frequency of withdrawals, and 25 per cent of every depositor's balance impounded in an interest-bearing guaranty fund. The Bank of Ocean City was the first bank in Maryland to reopen under that plan, on 14 November 1931, and Hospelhorn cited its 'substantial increase in deposits on reopening' as evidence the formula would work. By August 1932 ten of eighteen closed Maryland banks had reopened on those terms.
