James Carroll

Hotel manager engaged by the Atlantic Hotel Company's stockholders in June 1888 to run the Atlantic Hotel at Ocean City, opening July 1, 1888 — the first manager of the house after John Tracy's decade-long tenure ended. Contemporary advertising gives his career as Old Sweet Springs, Virginia; the Eutaw House, Baltimore; and latterly the New York Hotel, New York City. The Wilmington Evening Journal called him "a practical hotel man [with] ample means behind him." Under his management the hotel advertised itself in the Washington press for the first time as a destination in its own right, stayed open until October 1, and ran the largest hop of the season in its dancing pavilion.

    The Atlantic Hotel's stockholders take the house back and hire James Carroll of the New York Hotel to run it.

    "It has at last been definitely decided that Ocean City will be opened this summer," the Wilmington Evening Journal reported on June 15. "The Atlantic Hotel will be run by the stockholders, who have engaged James Carroll, of the New York Hotel, formerly of Baltimore, to manage the house." The Evening Star's own summer-resorts card put his pedigree in full: "under the management of James Carroll, formerly of Old Sweet Springs, Va., Eutaw House, Baltimore, and lately of New York Hotel, New York City." The house opened July 1, 1888 and advertised itself open until the first of October, with "unsurpassed bathing, boating and fishing" and an "elegant dancing pavilion." The Journal's Salisbury correspondent on July 14: "Two hotels are open, the Atlantic and the Seaside. The Atlantic, under the new management, is rapidly filling up with guests." On July 30 the Atlantic's pavilion held the largest hop of the season — some eighty couples of Salisburians with contingents from Princess Anne and Berlin.

    The Elks told the council they had the largest membership on the Eastern Shore and gave away the least, because Worcester was the only county without slots

    "OC Elks Club Members Jim Flagg and Carroll Wagner asserted that the OC Elks Club has the largest Member base on the Eastern Shore but offers the least amount of donations to the community. He said this is because Worcester County is the only County on the Eastern Shore which does not allow slots." It is Mayor Powell's own 1991 argument inverted: he had said the church bake sale built a fellowship money could not buy; the Elks said fellowship without slots left them nothing to give away.
