The third signature on the Ocean City council's $100 reward notice of April 11, 1896 for the theft and mutilation of the town books, and thus a member of the 1894-96 council. Possibly of the same Williams family as Baldwin F. Williams, the town's tax collector, and Edwin E. Williams, the collector named in the 1894 tax sale. The signature is confirmed from the page image at full resolution: "D. J. ADKINS, / W. R. RAYNE, / GEO. L. WILLIAMS."
