Ocean City developer. With Edward Evans he asked the council on 29 June 1937 for wells connected to the new sewer through their development and a street from Fourth Street to Ninth. On 31 July 1937 the Salisbury Times advertised a 'MAMMOTH AUCTION SALE' of lots on Fourth to Ninth Streets and Philadelphia Avenue with S. Franklyn Woodcock as agent, and Mayor Elliott's building list of November 1937 proposed new sidewalks for 'the Woodcock area' off North Philadelphia Avenue.

Two developers asked Ocean City for wells, a sewer connection and a street from Fourth to Ninth for about $70
'Franklin Woodcock and Edward Evans were present asking that wells be built and connected to Sewer through their development at a Cost of about $70, a street beginning at 4th street to 9th. They stating Mr. Gardner said it could be done so council agreed to meet with them and Mr. Gardner on Wednesday to decide if such was feasable.' Nothing more is recorded. Earlier, on 31 March, the secretary had been 'instructed to give grade for walk on North Division street for Edward Evans'. The town's brand-new sewer was three weeks from acceptance and private developers were already asking to hang subdivisions off it.
