The U.S. Army engineer responsible for the Ocean City inlet, harbour and bay channels in 1936. He surveyed the works in early May and announced two things that shaped the year: that the new fishing harbour on the mainland side of Ocean City would be completed by 1 June, and that a survey of the inlet channel proper between the north and south stone bulwarks showed the reach between the ocean and Sinepuxent Bay would have to be re-dredged that summer because sand shoals had formed there 'which are menacing visiting fishing and pleasure craft making port at Ocean City'. He is the successor in this campaign's record to the Baltimore district engineers who fought the pre-storm inlet surveys.
