Her name is on the officer lists either side of that seam, which makes it one of the few continuities across the two systems.

Eleven street performers told the council the new Boardwalk rules had them sleeping outside City Hall to sign up for a space, banned their umbrellas and stopped them at 1 a.m. while the bars ran to 2, and the mayor conceded the town had "learned a lot this summer"
Comments from the Public, regular meeting of 17 August 2015, the first summer under Ordinance 2015-11: "Several street performers expressed concerns about the new regulations: Alexander Dawson, Ion Lucian Ionescu, Fracer Ascorra, Wayne Jordan, Joseph Smith, Jessica Brown, David Presley, Alex Young, Mike Moeller, Damien Magarelli, and Daniel Israel." The clerk listed the grievances: "Vacant spaces (including prime spaces), inability to spontaneously use vacant spaces due to sign up process, inability to share spots ... Inability to leave items unattended for more than 15 minutes, particularly for restroom break - Inability to use umbrellas for shade - Sleeping outside City Hall to sign up for a designated space - Talbot Street west location too far off Boardwalk - 9th Street space size too small - 1:00 a.m. stop time vs. bars closing at 2:00 a.m. ... Face painting and face painting products compared to henna products; Touching patrons (costume characters) vs. applying products (face painting)." Mayor Meehan answered that "the Clerk has allowed spaces to be shared and umbrellas have been permitted for sun protection. There are unattended [sic] consequences. Space sizes will be re-evaluated, the 15 minute wait period was never intended to curtail visits to the restroom ... We've learned a lot this summer, and it makes sense to revisit some of these items." The ordinance had been ratified on 15 June with props raised "from 4' to 5'" and the hours extended "to 1:00 AM"; by 7 December a lottery was being proposed and a letter read for performer Mike Moeller blamed "overnight line-ups on J1 Visa performers."

Terence J. McGean, PE became City Manager — the second engineer to make that move after Dennis Dare in 1990
McGean had reported the Public Safety Building's leaks after Irene in 2011 and measured the boardwalk against the seawall in 1993. Dare had been City Engineer through the entire beach fight before taking the manager's chair. In a town whose central problems are sand, water and elevation, the person who understands the infrastructure keeps becoming the person who runs it.
