Took Ocean City's garbage contract on 19 April 1944 at $50 a day summer and $20 a day winter, on a two-year term running to 1 April 1946. He could not hire men at his bid price: by 12 August 1944 the town was paying him $99 a day for three trucks and ten men. In March 1945 he told the council he could not do the work at the price he had bid, and was notified that from 1 April he must go on contract price and terms and fill the contract to the full. In June 1945 the council agreed to pay him $90 a day to move garbage east of Philadelphia Avenue every day and west of it every second day, with a policeman riding the first day with each truck.

Ocean City's two-year garbage contract of 1944 wrote the town's season down in collection days: three a week from April, seven a week from 1 June to 10 September, two a week all winter.
Chester A. Lynch offered to haul the garbage on a two-year contract at $50 a day summer and $20 a day winter, and the council took it. The typed contract, running 1 April 1944 to 1 April 1946, is bound into the minutes. It required him to remove all wet and dry garbage, trash and papers from every house, all wet garbage from business places within the corporate limits, and all street cans on Baltimore Avenue, emptied each hauling day; trucks were to have water-tight bodies and a cover over the load. The schedule is the town's own calendar of itself: three days a week from 1 April to 1 June, seven days a week to 10 September, three days a week to 30 September, and two days a week from 1 October to 1 April. Ocean City's garbage bill went from $50 a day to $99 in eighteen days in the summer of 1944, because the contractor could not hire men at the price he had bid.
On 26 July the council paid Chester A. Lynch $10 more a day, making $60, for July, August and through Labor Day. On 29 July the clerk could get only Mayor Cropper and Herman Parsons to attend: 'The garbage man could not get enough help at price he was receiving', so he was told to get two more men, the city paying $6 each a day until after Labor Day - $72 a day. On 12 August the City Clerk called the Mayor and Councilmen and could not get a meeting at all, and was told over the telephone to have the garbage man get an extra truck with driver and two men at $27 a day until Labor Day, making $99 a day for three trucks and ten men. The contract signed in April had priced the same work at $50.
