He appeared before the Ocean City council on 29 June 1937 with a Mr. Dryden and a Mr. Price to ask that the power contract for the two sewer pumping stations and the disposal plant be signed for five years; the council signed for one. He had been part of the Ocean City Yacht Club delegation that came before the council on 19 March asking for Fourteenth Street to be improved, and in October he went to the Ocean City Day dinner in Baltimore for the Berlin–Ocean City Lions Club.

Eleven men of the Ocean City Yacht Club came to the council in March 1937 to ask for Fourteenth Street
'Delegation from Yacht Club were present asking for 14th street improvement, those present were, F. W. Truitt, Dr. C. R. Laws, J. B. Lynch, Cecil Blake, Wm. Bennett, H. Gundy, D. Trimper Jr., Parker Smith, Dr. Burkman, Josh Bunting. Dr. Laws Explained what they wanted & Council promised to let them know in few days.' The council did not let them know: on 31 March a 'Letter from Yacht Club read asking that answer be given on grading 14th street', and no answer is recorded that night either. The delegation is a roll of the resort's establishment - a former president of the Board of Trade, a Trimper, the man who had chaired the citizens' boardwalk committee in 1936 - turning up in a body over the grading of one bayside street.

'Cecil Blake, Mr. Dryden, Mr. Price were present asking that Power Contract be signed for 2 Pumping Stations and Disposal plant for 5 year contract. Council agreed to sign contract for 1 year and contract was Executed on a 1 year basis.' The council had taken the same line four weeks earlier on the town's own street lighting: on 1 June 'Electric Light Contract was discussed and Council agreed to sign contract if changed to one year.' Ocean City had signed a five-year power contract in 1936; with a brand-new sewage works to run it declined to be tied up again.

A P.T.A. and Woman's Club delegation asked the council in February 1943 to put the chief of police behind getting Ocean City's children back into school, and to ask the county to bring the Tenth District's children in too.
