Elected to the Ocean City City Council on 5 August 1912. The Democratic Messenger noted that the councilmen "are all residents of Ocean City with the exception of Judge Gould, who is Judge of the Supreme Court of the District of Columbia" — that is, a sitting federal trial judge in Washington who summered at the Maryland resort and sat on its town council. He is the clearest evidence the campaign has of how far Ocean City's Washington cottage colony had penetrated the town's own government by 1912.
