The federal official who told Ocean City what a New Deal boardwalk would cost it. Invited to the resort for the weekend by Col. and Mrs. Joseph M. Mann, he spoke on Saturday 17 October 1936 to a large group of Ocean City business men and women at the Mann cottage on Baltimore Avenue - over eighty had been invited - and set out the terms plainly: there were no federal flood-control funds available to Ocean City, hurricane money would have to come from the PWA or the WPA, and 'In order to be granted WPA funds for rebuilding the boardwalk, Ocean City must furnish 55 to 60 per cent of the total cost, representing the cost of materials.' He proposed that the boardwalk property owners, the Mayor and Council and the WPA each find a third. Six days later the town abandoned the federal route entirely.
