The local chapter of the coastal environmental organisation, which came to the podium in 2002 during the town's argument over the Atlantic Coastal Bays Protection Act. Its president Sheldon Dawson spoke in the same session in which a member of the programme's own scientific advisory committee argued the town's case against the bill — the two sides of Ocean City's environmental politics in one room.

The council refused the Surfrider Foundation's 'Hold on to your butt' anti-litter sticker and sent the group away to find a different slogan, settling in June on 'Think Green Throw Away Your Nicotine' for thirty cigarette cans on the beach and boardwalk
Under New Business at the regular session of 1 March 2010, Terry Steimer of the Ocean City Surfrider's Association gave the group's annual report and "asked for permission to distribute stickers that state, 'Hold on to your butt'. Council Secretary Lloyd Martin moved to refer this item back to the Surfrider's Foundation to develop different slogan; seconded by Council Member Jim Hall. The vote was 6-0 with Council Member Mary Knight absent." At the same meeting Steimer's pilot programme to remove the trash cans from the beach at 144th through 146th Streets was rejected 5-1. He came back under Unfinished Business on 7 June 2010 and "asked the Council to choose one of the four presented logos for placement on the thirty cigarette disposal cans placed on the beach and boardwalk. Council Member Margaret Pillas moved to choose 'Think Green Throw Away Your Nicotene;' seconded by Council Member Jim Hall. The vote was unanimous."

A citizen who picked debris off the beach every day, Kathy Fisher, received the first Surfrider Recognition Award and a Key to the City in September 2011
Regular Session #16, 6 September 2011, Items Presented by the Mayor and City Council, item C: "Surfider President Terry Steimer presented Citizen Kathy Fisher with the first ever the Surfrider Recognition Award for her daily effort to remove debris from the beach. Mayor Meehan presented her with a Key to the City." It was the third Key to the City recorded in the year, after Eddie Jester's in February and a week before Sam Villani's. Steimer had told the council on 2 May that "75% of all trash in the ocean is land-based" and that the "Please Leave Only Your Footprints" logo was by then printed on 350 beach trash receptacles.

The Surfrider Foundation reported that the 200 cigarette receptacles Public Works had set out on the beach in July 2011 recovered 26 pounds of butts, about 69,000 of them, and the Mayor asked for 30 more on the Boardwalk
Terry Steimer of the Ocean City Surfrider Foundation reported on the 2011 Cigarette Butt Beach Container Initiative at the regular meeting of 3 January 2012. His attachment: "PUBLIC WORKS BOUGHT 200 CIGARETTE RECEPTACLES. INITIALLY INSTALLED 146 ON THE BEACH JULY 18. BECAUSE OF LOSS, INSTALLED 52 ADDITIONAL CANS. INSTALLED 10 55GA. RED DRUMS IN HOT AREAS... RECOVERED 138 RECEPTACLES. COST - $6,039.33 for 200 receptacles including 573.33 shipping. 27.33 PER RECEPTACLE. RECOVERED 26 LBS. OF BUTTS... RECOVERED 69,000 CIGARETTE BUTTS APPROX." The cans had been placed "BETWEEN EACH BEACH STREET ACCESS ABOUT 50 FEET OFF THE DUNES AND LABELED SMOKING AREA", a council-mandated effort to give beachgoers "A PLACE NOT CONTIGUOUS TO BATHERS, CONVENIENT TO SMOKERS". "Mayor Meehan asked for 30 more receptacles on the boardwalk. Council Member Pillas suggested posting pictures of the receptacles on the Town's website." On 2 July the council voted replacement cans and the Mayor "requested another discussion on smoke-free beaches", which Pillas wanted put to referendum.
