The firefighters' union, appearing in the Ocean City record alongside the Fraternal Order of Police once the town began bargaining collectively. The closed-session notices of 2025 routinely cite Maryland's authority "to conduct collective bargaining negotiations" and name both bodies.

    The firefighters' union petition for binding interest arbitration was certified with 1,414 valid signatures against the 1,213 required, and after a 3-3 tie on holding a special election the council sent the charter amendment to the November 2018 ballot

    At the work session of 25 April 2017: "Board of Elections Member Jamie Albright confirmed the IAFF Charter Amendment Petition for Binding Interest Arbitration met the required number of registered voter signatures. Board of Elections met April 20, 2017, and verified 1,656 Petitioners of which 242 were Invalid Petitioners for a total Valid Petitioners of 1,414. The Annotated Code of Maryland stipulates that the number of signatures for a charter amendment shall be based on twenty percent of the number of registered voters on the rolls at the time the petition was submitted. At the time of petition submission, there were 6,067 registered voters on the roll; twenty percent being 1,213." The council accepted the results. On 13 June the city clerk laid out the options against a 24 June deadline - the next general election of 6 November 2018, a special election by 18 August 2017, or simply adopting the amendment by resolution - and a "Motion to schedule referendum for special election to be held by August 18, 2017" ended in a 3-3 tie (DeLuca, Hartman and James for). On 19 June the council adopted Resolution 2017-12, which "will schedule the matter before the Electorate at the next scheduled general election November 6, 2018." The Career Fire Fighter Paramedics Association, IAFF Local 4269, had its collective bargaining agreement ratified by Resolution 2017-04 on 20 March, and the minutes of the winter work sessions record repeated closed sessions to "conduct collective bargaining negotiations."
