Height Study Commission

Appointed on or about 15 July 1973 "to study the effects of high rise buildings with special emphasis of the study to be directed at fire safety and open space considerations", and the body whose work a building moratorium was held open for. What came out of it was not a cap: the town priced height instead, which is the decision the rest of the skyline follows from. It is the clearest instance in this record of a study commission being used to convert an argument about limits into a schedule of costs.
