The federal regulator of the municipal airport, and the party on the other side of the town's longest-running unresolved obligation. Land was acquired with FAA and MAA help specifically for a cross-wind runway and then used for a golf course on an "interim" basis for fifteen years; in 2004 the council met in special session for one purpose — "to discuss our response to the letter that we have received from the FAA" — and had twenty-seven years of Eagle's Landing read back to it from 1977. It appears again in 1996 in Councilman Gisriel's complaint that a capital project reached the council with basic questions unanswered: "we didn't even know about the FAA agreement." In 2018 it supplied the term for a chartered helicopter setting down at 17th Street, which it called an intermediate landing site.
