The Berlin lumber house - the Adkins Lumber Company of Berlin, of which Covington D. Powell had been made general manager in 1926 - which bid against the Wood Preserving Corporation for the Ocean City boardwalk timber in November 1936. Represented at the council by 'Mr. Powell of Adkins Co.', it quoted $53.25 a thousand for Wolman treatment, $60.50 for round square edge, $62.00 for long leaf and $52.00 for short-leaf heart at 85 per cent heart.

Ocean City opened bids for 30,000 feet of boardwalk lumber in 1939 and awarded the contract to a sitting councilman
The minute of 3 February 1939 records bids for supplying 30 M. feet of lumber: the Adkins Company $22.50, Samp West $21.50, R. H. Powell $22.00, and Raymond Bounds $21.00. 'Contract awarded Raymond Bounds.' E. Raymond Bounds had topped no poll but was one of the three sitting councilmen, and he seconded most of the year's motions. He was low bidder by a dollar and a half a thousand.
He was the cheapest, the bids were opened in public, and the minute records it without a flicker. That is the point: in a town of this size the councilman who sells you the boardwalk is also the councilman who votes on the boardwalk, and 1939 saw nothing to remark on in it.

Ocean City granted at least twelve building permits in 1940, and for the first time the minute book prices four of them to the dollar
The 1940 minutes record permits at four meetings. On 12 March: C. J. Bryan, an apartment on Lot I Block 32, cost $3,810; Floyd Chandler, a bungalow on Lot E, Fourth Street, $1,200; Wm. B. Clark, a bungalow on Lot 7 Block 41, $1,500; J. A. Watson, four apartments on Division Street, $3,800 - and, separately, Frank A. Magee a filling station, his application 'again taken up' after an earlier refusal or deferral. On 9 May, in a postscript to the minute: Ray V. Deshron a bungalow at Block 33 Lot 6; Harry Kelly a garage and filling station at Lot 8 Block 26; the Adkins Company a bungalow at Lot D Block 32; and an addition to a Ninth Street property. On 14 October: H. D. Cropper an apartment house on Sixth Street and C. S. Powell an apartment house on Eleventh Street, plus the contested Faustin store building, plus Mrs. Wallie Ludlam leave to close in the basement porch of a cottage on Baltimore Avenue. Ruth Larmore's application to glass in a porch on First Street was left over for the council to inspect. The four priced permits of March total $10,310.
Apartments and bungalows, two filling stations and a garage: the 1940 permit list is the shape of a resort re-tooling for the motor car in the last summer before it stopped getting any. Nine of the twelve are on numbered streets or block-and-lot references that a plat could place, and the campaign has no plat.
